I spoke with City of Bellingham planner Kathy Bell by phone yesterday (Thursday, May 2nd) and confirmed that the information turned in by the developers will be available to any interested member of the public by Monday afternoon.
She will have the file on her desk. The city will be reviewing the documents for completeness and will put them up online. According to what she told me, the timeclock for public comments will start when the city agrees that the submission is complete.
It will be possible to pay to make copies of the documents, but Kathy Bell said that doing so requires filling out and signing a public disclosure document.
